Upgradable VT, RF and WF monuments

Has anyone ever considered creating a building or monument that can only be powered by placing other items into it? Such as a building for Watchfires, Victory Towers and Ritual Flames. A building with a modest 3x3 or 4x4 footprint that can only gain power and potential by placing the other items into it. It would save valuable space within a city

Similar buildings have been proposed before, but they're kind of an end run around limited expansion pads, I don't think it got much support.
