Non members of guild chatting

The guild iam now., i have seen over a dozen people casually chatting back and forth. Yet they arent members... Is that normal? If not, the guild should impose application to access - temporarily. Jus' sayin'

Do you mean Global chat, which is everyone on the browser version of the game?

Or is it a message in your inbox? People will send out messages to everyone in their hood or friend list for GB donations or trades and the like.
