Has anyone noticed that when constructing a building it never goes to 0 diamonds?? Used to be if it was under like 4 or 5 minutes it was free to finish in instantly. So like ruin stones, shrines, etc. Were all free. But now there not. I didn't see it on any of the updates? Is it just me? A...

I have only been playing a few days and am in the bronze age. That being said I can't figure out where all my citizens went? I uploaded a screenshot of the city so you can see. I've played around with it and closed and reopened the game and it hasn't changed! Please help.
