Arc Bonus Question - Rounding of 1 FP rewards?

I recently got an Arc and have a 14% contribution bonus.

I earned a spot in a Zeus that rewarded 10 FP, meaning the box that popup up upon login said I earned "+11 FP". However, I have no 1 FP package. Does it round up to a 2 FP package? Or round down to an even 10?

11FP = 1 five-FP package and 3 two-FP packages.

You're going to wind up with lots of 2fp packages. I haven't reached it yet but I can imagine that at some point having so many small fp packages will get annoying.

How can more FP's be annoying ?
I use them for Guilds GB launches and when donating / trading FP's

For my 10 FP packs I save them for swoops.

I open the 2 FP packages mainly for the purpose of dropping tracking FPs on friends'/neighbors' GBs.
