Base of a Building Turns Blue

Why does the base of a building turn blue when I try to move it to another open space? There's plenty of space for it, and it's driving me nuts

Blue indicates that you CAN drop the building there, but that you are overlapping some other building or a single road segment. When you drop the building, you will 'pick up' whatever thing you are overlapping which you can then move elsewhere.
For me, it's usually a road segment that's hidden behind the building that I can't see.
