If the buildings like Hippodrome Carceres and Sphendone are connected/ linked, can only one road access be required to either of the buildings? At this time you need a road access to both. Technically speaking, they become a single building, don't they?

No, they are separate because each can be moved independently. So you need road access to both.

I wish! I am reconstructing my space tomorrow morning for the ‘ol post-event building GB squeeze-in and let me tell you how not excited I am to move all those tracks around. Even with the tool it’s going to be a PITA on mobile.

The good news is that you don’t need a road all across the side, just the ends. So technically you could start a row of housing/whatever abutted right up to the side and save yourself some squares.
