Correlation between ages on campaign map and quests

Please help answer this question: I was in EMA and realized I was progressing in the campaign map past my age, and was getting HMA quests that I could not do. I stopped acquiring the last HMA province (Canturia) and had only scouted the first LMA province (Cragshire). But when I moved up from EMA to HMA and finished theHMA story and side quests, they moved on into LMA story and side quests, but no recurring quests ever showed up!

I will soon be progressing into LMA and want to avoid this happening again, so I can start doing recurring quests. What is the farthest point I can progress on the campaign map and still have recurring quests show up? Or am I doing something else wrong?

After you go (by completing or aborting) through all the available side quests you should get to recurring quests.
