If I begin another city in another world and earn diamonds in that world, can I use those diamonds in the first city in the original world?

Yes, diamonds are shared across worlds on the same server.

As stated above, YES, you can use diamonds in any and every world that you have a city in. They are linked to your account and not just a certain city.
