[Question] Eygpt settlement level1 Royal bath house

I saw this same question from someone else I have 3 upgrades for the Royal bath house but I do not have level one to start building it...I do not believe I sold it to the antique dealer...(thats what someone had suggested to the other person asking the same question) is there a bug?
