It seems more like an iteration on a bad idea. More busywork.

1) Introduce dorks and make them part of the next stage of power creep. Force people to do previously-touted-as-optional rivals to get them to "complete" their buildings.
2) Introduce levelling dorks. Now not only do you have to do rivals to get them, you have to do additional tasks to improve them.

I've made no secret that I think Historical Allies and the buildings that house them are the latest money grubbing scam by the Inno/foe group. With regards to common, uncommon, etc historical allies - What a poorly thought out idea introducing buildings that can only house the correct (level if you will) ally and then duplicate allies of different levels!

However, in the spirit of critique and an alternative -

The life and love of Great Buildings could be greatly extended and improved by introduction of historical allies slots into the (with a preference on actual historical figures) existing pool of Great Buildings.

Much too one dimensional. Historical allies for GB's (not to mention City Builds) don't necessarily have to be additions to fighting strength. They could be historical figures that boost gold production, supply collections, troop types, etcetera. Let the players decide which GB's they want to slot any particular ally in (and level up).

But because you mentioned Alcatraz and I can't resist:

The Bird Man of Alcatraz - Reduction in recruitment times :D

Could be interesting, and perhaps implied, but would like to see actual historical figures from the era of the GBs to populate them.

Also, does the announcement suggest that the HF bonuses will become multidimensional -- beyond just atk to 2 or 3 or 4 bonuses in one HF through questlines or other such efforts? (so you can get more impact from one HF vs. having to add additional HF to get an additional bonus)

What is Traz HF gave you a 2% increasing bonus per level for sneaking in to and plundering your neighbors' cities? (in addition to a GbG or QI or GE, etc. bonus or mutli-bonus)

They have a GB that does that , the Alantis Museum that starts at 12%. The Galato made it very unpopular.

Doesn't AM just give you more of what you are able to plunder? How about the anti-galata -- once you reach 100% on your Traz Historical Ally you are always able to plunder as it would cancel out the galata (amongst several ally attributes if there are multi-attribute allies).

Don't give Inno any stupid ideas lol. They will make a counter for each GB with it's counter on an opposing GBs stat. They will not take any of the good from this suggestion , only the bad parts.

Before I started playing FoE I considered several "empire building" games. I dismissed out of hand any that had the Hero aspect. While the mechanics of the FoE version are different from most of those games, it's still not a great addition. It's another example of making the game more like work than a leisure time activity.

The real question here is do they come with their own pocket-protectors or do you have to get one from one of the tier prizes?
