You need to complete the previous techs to be able to research paths.

You need to be doing the Bronze era research tree (button looks like lab beakers on your screen). Paths is one of the last Bronze era technologies to research before you enter Iron Age.

Go to the Research tab, research Phalanx, contribute seven forge points to Paths and then use 100 supplies to unlock it. Also, I don't recommend using the chat because usually it's not that helpful.
