CE skip is different from PME skip. I don't know if it's too late for you or not - but if it's not what you need to do is clear the CE continent (except for suqqah which should remain unscouted) before collecting any additional quests. Scouting Salffah is often a quest you do need to do - Suqqah is the one you have to avoid the quest that makes you do it, so that's not necessarily a disqualifier, but try not to do any more quests until you're through the end of the map and scouting TE. You need to disqualify yourself from some of the quests after scout salffah.
Rereading what you've done from an earlier post, you might still be fine to get them in PME. It's not abnormal to have to scout salffah. Just keep going til you either get stuck (King of the Desert, have to move to CE), or it jumps to TE story or no-story (and then you're fine as long as you don't go back and finish clearing CE). If you're able to get past CE story, you need at least 2 techs still open, 3 if doing TE story, to get hovers. If you need to skip TE story for the 1 tech, make sure you clear TE map before you try to resume story. But stealth tanks are nice to handle fighting on FE map, so only if you must.
If you do have to move to CE, note that not all techs are required to get to stress management, you can have 6 techs in store, which should get you to Hovers at least. For OF troops you may have to wait til TE due to a lack of saved techs.
