I don't under stand its the 4 time attacking some one

And there are in the same age and yet They have some later age units how is that possible
I think there is a bug when I visit a neighbor and attack a different neighbor
there are the same age as I am

It's possible sometimes to work ahead on the story quests into the next age and get a few next age units as a quest reward. Whenever I do this, I put them into my city defense because I don't lose them.

It is also possible they move up in Eras. The Neighborhood starts every other Monday. Anyone moving up an Era will say in the old hood until the next neigborhood change. So that gives them time to get higher Era troops and blast all their lower Era neighbors ..
