Q. Why is abbreviated such a long word?
Because of the first rule of English: Their our know rules. ;)

Since they need to be charged with a wire/cable, only the owner can open it, and they possess a mini-computer allowing the user to make calls and send texts, does that make electric cars "mobile" phones, literally?

What exactly is a word? Most sources say a unit of language that has a discrete meaning, but that would make prefixes like "anti-" or suffixes like "-ectomy" words and certain prepositions and articles like "the" or "of" not words. Some say a set of letters/sounds between pauses or spaces, but some languages break that rule.
 
A single distinct meaningful element of speech or writing, used with others (or sometimes alone) to form a sentence and typically shown with a space on either side when written or printed.

When is it acceptable, if ever, to disobey the law?
