If you play GE then all players are paying (via the Treasury) whether they are active or not.
Same thing in GbG you will be paying more for the bits you can acquire with goods in the sectors because the inactive players ar in the Guild.
In both, the era those inactive players matters, since they may be in Eras others are not. Thus you have to scramble to find those goods if those inactive players are in Eras the active players are not.
Booting an inactive player is easy for teh Guild owner.No one else can do it except co-owners.
If no one is in charge. the very best advice is leave. and find a much better Guild. If you have Friends three, you all can move.
