both data sites indicate he hasn't. I was under the impression inactives don't get merged.

I think they do get merged, but aren't visible until they log on. Max neighborhood is supposed to be about 80, but most hood shuffles usually start with 70-75 players for me. Those 5-10 players are probably inactives that got merged in, but aren't visible. Sometimes, I'll see a new player in a hood a few days after the shuffle, but I think that they're just players that were inactive, but logged in after my last logout or something.
