Issue with quest format.

So I've just come across Quest 21 of the current Carnival, and yet again, I'm asked to go scout another province. Just like the last four quests. I want to know if the people who create these quests actually play this game, or if they just randomly decide when to throw in the various missions. Here's my issue with this. If you're nowhere near finishing a province, then you have to finish said province in order to scout the next one. If that was all there was to it, then not that big a deal. HOWEVER! Shortly after scouting the new province, one of the next missions in the quest line is ALWAYS complete a province. Bloody hell, I JUST DID THAT! Now I have to go through this brand new province and complete it, or I won't be able to compete the quests.

ReallY? Is anyone paying attention, or is this done just for the diamond purchase factor?

I'm pretty sure it is deliberate, since most event questlines seem to work this way. My interpretation is that they want to make it somewhat of a challenge, since otherwise it's all pretty trivial stuff.

You can always sneak a peek on what's coming up and set yourself up ahead of time.

Because event quest-lines tend to start with a scout, and then an acquire, I tend to end off finishing a province, and not scouting the next one, until I am ready to take it. If possible I also leave some to the side incomplete just in case I need to do them in another order.
