I am trying to figure out how this GB works. It currently states that I have 40 uses remaining but even after all coins and supplies are collected, nothing changes.

I have checked the forums and guides to see how it works but no luck.

I am not sure if it is a bug or just lack of user understanding.

The Lighthouse gives 40 uses per day. Which means that after collecting the goods it produces, the counter resets and your next 40 supply collections are improved. If you see the Tongs & Hammer icon on the right side bar, it means you still have some available (mouseover it to see how many). If not, it means you've exhausted them all and you have to wait for the timer to reset.
