Both were, MoF lvl 1 first, then MoF upgrades the next day. I picked up both a level 1 building and the 6 upgrades on my Tiny Town. Based on Beta data, it will only be offered once so you missed the chance to get the level 1 building from the event.

I won 2 cider mills and got one upgrade. I just put the un-updated one in the Antique Shop. I certainly wish I could trade it straight across for several of those mill or cider hous uprades folks say they have. It looks like it is selling for a gem and 2-3K of gold.
