Motivations in event log not showing up in city

My event log shows buildings (bakery, houses, etc.) have been motivated but no motivation stars are showing in my city for any of my houses. What might cause this?

Did you collect them since the motivation events? Polishes last a set time for decorations, but motivations are used up once you collect the first time thereafter.
