The format is required if you want your idea to go any further than the discussion phase. If you want it to have a chance to move forward to a formal vote and submission to the devs you need to follow the formatting. Insisting that you shouldn't have to doesn't accomplish anything.

Just to piggyback on this great answer, whatever format (or lack thereof) that the proposal is in is the way it would be forwarded to the developers should it ever get that far. Since the developers are probably German*, having a specific format helps reduce the chance of misunderstanding what is actually being proposed.

*Talking about a language barrier, nothing else.
