Recruit units quest

In previous events, you could complete a quest asking to recruit units by collecting the Alcatraz. In this event collecting the Alcatraz doesn't fulfill the quest anymore. Only collecting units in GE or recruiting them in a military building works. Why the sudden change?

Collecting Traz does fulfill the recruiting quest IF you have a barracks in your city with the appropriately aged units. Rogues are "no age" so they don't count.

Some quests ask for units of your current age, some for current or prior age, and some just ask to recruit units (unspecified). Devil's in the details.
