How does one research a military _building_? That's what the quest requires.

on the lower left of screen click the tech button (bottles)
follow the tree until you see one with the crossed swords icon, these are military techs.
invest forge points in all the preceding techs and pay the unlock costs to start working on the military techs.

That is for the techs. The quest was for the "_builiding_" as I carefully pointed out.

DeM2's instructions are correct, as they always are. You must first research a technology before you have access to the building in your build menu. The only place you can research anything is on the Tech Tree. The quest could be worded better, granted. But if you want to solve the quest, you have to research a military technology that results in access to the building. You do not have to build it or train any units.
