Stuck on a quest

Silvertongue wanted me to infiltrate 2 sectors of Mt.Killmore, but I took all the sectors by negotiation except for one of them, so the quest is impossible to fufill.
Can you please help me skip the quest or something else?

"Infiltrate" is the action you have to spend coins to do, the action which results in damage to the sector's army units. Not the same as taking a sector by negotiating.

i know they are different but i negotiated the sectors before the quest began
