It's referring to the normal Tech Tree in your main city. There are a few techs in OF that unlock additional crew members.

It is where you do your research. If playing on PC, hit the R button on your keyboard if you are on the main page. I don't know if mobile uses shortcuts or not. It can also be found on your main menu buttons. The same buttons you press for the market, build menu, messages etc. It has an icon of 2 glass beakers
