You will need to wait until the next Archeology Event before it will become available again, this time as a daily special. Then at some point after that it will likely be added to the Antique Dealer. That is the way it has been working for all event buildings for a number of years now.

There may be an opportunity in some months where they will offer a special to buy upgrades directly for diamonds similar to the recent offer for house of horrors upgrades and crows nests offers that have come up recently. But until / unless that happens Kraynar is correct about having to wait until next years archaeology event.
