It means INNO made some adjustments to the game by removing the player ID from the invitation link to prevent abuse as well as limiting the number of friends added per day. They also decided to distribute the GBG starts for Diamond League guilds to start between 8:00 and 8:20 to see if it helps the problem with lag (it didn't).

There has been considerable lag at GbG start especially when they ended attrition free GbG so they tweaked start times to address this. It doesn't appear to have worked well (staggering GbG start times between 8-8:20) but that was the intent. It seems Inno doesn't want players to add a bunch of friends and then delete and add a bunch of different ones throughout the day since it makes it easier to get everything aided and Inno seems to want players to have to get buildings with fragments of mass aid kits to get everything aided rather than being able to get the desired buildings aided from the guild/Friends/neighborhood
