Is there a minimum duration of memebership before I can participate in a GE and GbG?

No. you just have to join before the next round starts.
For GE, you have to join before 8:00am on Tuesday, and for GBG, you have to join before 8:00am on Thursday, to participate in that season.

This means that if you just joined a guild today you can participate in GE tomurow and GbG in about 10 days ( season end +3 ).

EDIT : Its actually 9 days and 20 hours.
