Strictly speaking that is a mistake, they really mean giga-electron-volts of energy. But when dealing with electrons its pretty easy to abbreviate it to volts. Really volts measures the electric potential, not the potential energy.
Referring to electron volts as volts is like referring to distance as speed. In the right units they agree numerically (which is why they do it) but the units are not the same. That's the mistake that sunk the mars climate orbiter.

Yes. It only works because they know what they are doing. But they should be more careful in public releases.
