After 11 days and 9086 buildings collected the percentage is staying right around that magic 1% figure. And since the person who started this discussion has never provided any actual data to refute that number, I am now done with tracking for this time. Below I am posting the figures for each of my cities:
Arvahall: 30 buildings, 330 collections, 7 Diamond hits, 2.1%
Brisgard*: 62 buildings, 682 collections, 10 Diamond hits, 1.5%
Cirgard*: 59 buildings, 649 collections, 4 Diamond hits, 0.6%
Mount Killmore*: 83 buildings, 913 collections, 10 Diamond hits, 1.1%
Sinerania*: 148 buildings, 1628 collections, 13 Diamond hits, 0.8%
Vingrid: 37 buildings, 407 collections, 5 Diamond hits, 1.2%
Xyr*: 145 buildings, 1595 collections, 16 Diamond hits, 1.0%
Yorkton*: 149 buildings, 1639 collections, 11 Diamond hits, 0.7%
Angkor: 23 buildings, 253 collections, 4 Diamond hits, 1.6%
Birka*: 62 buildings, 682 collections, 9 Diamond hits, 1.3%
Carthage: 28 buildings, 308 collections, 4 Diamond hits, 1.3%
Total active cities: 118 buildings, 1298 collections, 20 Diamond hits, 1.5%
Total Diamond farms: 708 buildings, 7788 collections, 73 Diamond hits, .94%
Cities marked with an "*" are my Diamond farms.
Interesting notes:
Active cities had a higher % of hits than my Diamond farms.
Hit % varied from 0.6% to 2.1%. Lowest % was for a Diamond farm, highest was for an active city.

Bottom line is that it would be easy to think that the % is much less than 1% if you don't keep track of the actual data over enough collections to get an accurate picture. We usually remember disappointing results more than the positive results.
To quote Forrest Gump: "That's all I have to say about that."
