ZOO can't be motivated or polished

Guessing it's PME Zoo and an attempt to use Self Aid after noticing it's never polished because of too many Aid targets in the city.

Zoo and Vertical Zoo are both Cultural Buildings and can't be motivated, only polished. A Self Aid Kit or Mass Self Aid Kit won't effect either.

Ask a Guildie to try to manually polish the building to test if there is a problem.

As noted by Agent, either has to be connected to a 2 lane road to be polished.

Either is low om the Aid Priority list especially if you are in an Era beyond the building's Era. If they are not getting polished regularly you need to increase the number of Aids received or decrease the number of Aid targets in the city.

Well, if the aid kit isn't working and it's connected properly then it's a bug

But your idea to get someone to manually polish it is a good one to narrow down the circumstances in which it can't be polished if we're correct in the assumption about them talking about self aid

But yeah, better be connected by a two lane street properly for testing
