In practical terms definitely not. Level 160 is 34.75% on the unofficial wiki. Level 100 was 33.75%. So that was 60 more levels for 1 more %, and it's continuing to slow.
In theoretical terms, it gains less and less per level. It's likely asymptotic and capped at some point - even if levelling it past 160 wasn't impractical as hell

Indeed, just like Blue Galaxy is capped at 15 charges. There have been people who took it to level 150+ expecting another charge and one doesn't seem to exist.
