"08/15 story quest" Abort or Skip Option Missing

I did a search, and did not find any answers. For the "08/15 story quest", I must "Research a technology that does not unlock a military building or an expansion" and "Pay 20 explosives".

For my current age, Industrial Age, I have completed all the Research and Technologies. I don't want to progress to the Progressive Era just yet.

Can I only complete this quest, if advance to the next age?

Yes, you will need to advance an age to complete that story quest.
