2 lane road

How and or what do I need to do to get a 2 lane road cant seem to figure out what I am doing wrong

Same as everything else, you need to complete the tech that makes them available.

Are you at least in Progressive Era or higher?

If yes make sure the 2 lane road is connected to the town hall with only 2 lane road. You can stop and change to 1 lane, but you can’t go back to 2 lane on the same stretch of road if you want it to be connected

First tech of progressive gives you 2 lane roads. A two lane road has to be connected to the townhall for it to work and you can not drop them just anywhere. If you can not drop it, just move it a bit.

My 1st is traffic lanes, but it only unlocks Promenade and Tarmac?

If you are using your roads for happiness then you may need to up your happiness elsewhere if you use them. Use them only if needed.

Tarmac is a 2 lane road. Check its size, it's 2x2.
