[Question] Anwar quest

In one of my worlds , my continents are all green . I cannot scout or acquire a province . How then , would I get a Speaker's corner ???

Those quests (negotiate, infiltrate, conquer, scout, etc.) will auto-complete. The same is true of the "research a technology" quest if you have already researched all technologies.
