Babel Population & Enthusiasm

Do the population you gain from the Tower of Babel count against your happiness like all the population from your houses, or are they just a bonus you get independent of your city's happiness?

It does count against your enthusiasm, so you'll need to build extra happiness buildings to accommodate it.

My city population remain the same even after leveling up ToB. This happened for the second time. Why is it so???

Someone else complained of the same problem but they were mistaken. It does increase your population available each level.

It only increases by a little with ToB.
