Contributing to GBs whose owners are not a friend nor neighbor

Hi,
Is is possible to contribute Forge Points to Great Buildings that are not in my friend's, guild's nor neighbor's lists? How is it done?

Not unless you already have a donation on the current level (because they *used* to be a friend, guildmate, or neighbor)

Guild Hopping is 1 way to get on many people's GBs as a 1-minute guildmate.
