Do each segment of Hippodrome get aided separately?

Once a Hippodrome is assembled, does each thing get aided separately?

It kind of seems so because I read somewhere that a track is a "decoration", which if true, kind of sucks because now I will have decorations in my city siphoning off aids if I build this building.

yes, they are all separate buildings, so consume extra aid clicks.

I know the hippodromes are low on the mopo priority list, but I wonder if the tracks are?
I hope they are, because I really don't need more happiness...
