Do linked buildings like Hippodrome require road to both ends?

The two main buildings of the Hippodrome, the Carceres and the Sphendome, both say they require a road connection, but the tracks do not have a road requirement.

Does that mean that both ends of the Hippodrome have to be connected to a road, or if they are chained, does it require just one link?

If it requires only one link to a road, can the link be to one of the tracks, or does it have to be to one of the main buildings?

the Carceres and the Sphendome need a road connection to the town hall not the tracks
