Does anyone know GE cut-off times?

This is actually two questions on GE times.

First off does anyone know the exact time where GE ends for the week? - as in it is too late to do anymore battles for that week's GE calculations.

Second - Does anyone know the cut off time for new guild members to join for GE. In other words if a person joins a guild on Monday night will they be able to participate in GE for that guild they just joined the next day?

First one is easy, if you click on the ? in the upper right hand corner of GE there is a countdown timer. 17 hours and 1 minute from now.

Should be Tuesday morning, at the start of the expedition for the week.
