Interesting question. I don't have a BG myself so I can't answer from experience. But I'd be willing to bet that it doesn't. If it did, there would be a lot of chatter about it here in the forum and in the guilds and I haven't seen any.

The FoE Wiki description of the Blue Galaxy only excludes military buildings and Great Buildings, so I would assume that it works on both until it is proven otherwise. I do know that the Hall of Fame's production can be doubled with motivation.
