GE Treasury: what do the numbers mean.

the 1'st # is the number of units on hand, what is the 2"nd#? The minimum for what. I know it takes (x) number of unites to unlock each level. I guess there a formula that's complicated to. Any help would be great. Thanks

It's goods. First number is how many goods are in the treasury, second number is how many are needed to open the level.
