I want to sell some expansions on the Foe City Planner but I don't see the sell button does anyone know where it is?

You can't sell expansions.

Probably thinks he could sell it, buy it back and put it someplace else.

If you mean this one https://foemanager.com/city-planner/app/ I don't think you can remove expansions on it so you'll probably just have to start a new one. You can "sell" everything else by clicking on it and pressing the Backspace button.
