You can get up to 1 billion medals if you want. Raise The Arc up to level 80 or higher, no more medal shortage which will take at least several months.

You can get more than a billion. There is no cap at all.

Are you actually asking about the maximum amount of medals you can accumulate, the number of medal expansions and their costs or the most amount of medals you can get at once?

The last and more expensive medal expansion cost 11 millions of medals. The accumulative amount is around 80 millions total for all the medal expansions together.
