Proposal Guidelines

I believe that the Proposal Guidelines should be changed to reflect the realities of the forum. It is currently and has been for the past several months allowed and encouraged to make proposals that have to do with the forum. This is strictly prohibited, let's change that. Thoughts?

Edit: Portion of Proposal Guidelines that should be changed:
  • Idea needs to be about the game, not how the forum or support works.
