PVP Penalty

Can someone please explain to me how the pvp "tournament" works when looting another player.

1. I attack someone in my range
2. I win
3. I select something to plunder
4. I gain resources, but then lose some as well?

I used to think that it was because the player I had attacked was maybe less advanced than I was in the tech tree. Then I thought maybe it was because of a lower score. The penalties don't seem to have any pattern I can find.

So I think I answered my own question and will withdraw it. When I hit someone and loot a building it shows as a reward but then awards me double the amount. Then on my next hit, it corrects itself. Seems like a bug to me.
