recurring quest question

Just got to HMA and found the following two recurring quests:
1) collect 2 saltpeter and
2) produce saltpeter x2

Can someone help me understand the difference please?

Get it any way possible.
Trade, quest rewards, production, or any other way it comes into your possession.
I assume plundering too, though I never plunder so I can't answer for sure.

produce

Comes from your own buildings.



Must make it yourself.
