Setting Defensive Units

So I think I understand how to assign defense units by tapping the blue shield icon in army management. Problem is that while the button is visible, it's flat grey and inactive. So I'm not able to assign any to defend. The Instructions seemed very simple. Am I missing something?

You have to research Military Tactics, an Iron Age tech, before you can engage in PvP (and thus assign a defensive army).
