You have to conquer provinces on the Venus c-map. Some of them are carbon sectors. Once you unlock them, you have to click on the ore then send an exploration. Once that's done you can fight or negotiate for the ore.
Same as all other space ages. If you've made it to Venus you should be familiar with how it works by now?
Another option is to build Synthesizers in your city, if you've passed Venus era.
