Why do my in app purchases sometimes debit my bank and sometimes itunes?

When I make in app purchases either for packages or diamonds, sometimes my bank account is charged, which means I have out of country fees (I'm in US) and sometimes it takes the amount out of the credit I have in itunes store. Is there a way to control this? I've tried only making purchases on my iPad or iPhone, and not on PC...but it doesn't seem to make a difference. I can't control where it debits. Any ideas?

I would contact support and explain the problem. They will either unlink your card or instruct you on how to do it.

You must have checked "save my payment information" when you made a purchase in the past. Always uncheck that, I believe it is checked by default.
